Fixing QOSType encoding and decoding of FAILURE qos (0x80). This was causing bug with decoding a SubAck with failure qos type. See Appendix B: MQTT-3.9.3-2

Moving hard coded strings to constants
...
Adding more hard coded strings to the constants. I am not really sure
why there are 2 constants java classes either.

Update for default configs
...
Update to allow for default config properties if some are not specified
with the start server and properties passed in. Updated the tests to
match and also moved a few more things into the Constants.java file.
