Allow the mapdb store to remain in memory
...
If the store path supplied is null or empty we will create an in memory
mapdb store.

Adding more hard coded strings to the constants. I am not really sure
why there are 2 constants java classes either.

Update for default configs
...
Update to allow for default config properties if some are not specified
with the start server and properties passed in. Updated the tests to
match and also moved a few more things into the Constants.java file.
